Un document de citit de catre factorii de decizie (Guvern, Consilii locale, societati de transport public). Este vorba de experienta unor orase europene mici si mijlocii, concretizata in principii pt. exploatarea si dezvoltarea unui sistem de transport public de inalta calitate.

Valabil in multe privinte si pentru orase mai mari...
Abecedarul nu se poate sari nici de catre academicieni.

Un paragraf care ne arata de ce si-au pierdut clientela RAT Brasov si Tursib, in timp ce RATUC Cluj-Napoca, RAT Timisoara si chiar RAT Bucuresti si-au pastrat-o:

The timetable might vary according to the time of the day, day of the week, month and season, but here there is a trade-off between simplicity for the users, information needs, and efficiency in the use of resources (HiTrans 2006b).
Simple, regular clock-face frequency services are, in general, much easier for the user to understand and consequently are more effective in growing passenger demand. A passenger does not usually care about the timetable if the headway of departure is shorter than ten minutes, but he / she has to adjust trip planning according to the timetable when the frequency is longer. Not having to care about the timetable is preferable for passengers; however, such a frequent supply may well not be realistic for the whole network in small and medium-sized cities due to efficiency reasons, but is limited to selected corridors with overlapping lines.

Transportul public trebuie adaptat necesitatilor de deplasare a populatiei, dar de oameni cu studii in domeniu. Experienta, avand baza stiintifica asigurata, face diferenta intre ea si "deprindere".

E bine ca incepem sa vedem ce se intampla in orasele tarilor civilizate, pt. a putea sa aplicam si la noi, fara a fi nevoie sa reinventam roata.

Asa cum scria si Radu Czech, prima data e necesar sa atragem populatia catre transportul public, in dauna autoturismului personal. Nu numai ca scapam de ambuteiaje pe strazile realizate in comunism (cand circulau 2-3 masini), dar asiguram si componenta ecologica a transportului, nemaivorbind de economia pe care o realizam (in timp, vorbim de bani frumosi).

Trasee "forte", ce asigura coloana vertebrala a orasului, radiale, cu suprapunere cu alte trasee de evitat, cu legarea zonelor cu flux mare de calatori, cu asigurarea mijloacelor de transport de capacitate adecvata, pt. afluirea/defluirea in zone cu calatori putini.

Dupa ce am asigurat aceste lucruri, ne putem gandi la transformarea unor trasee de autobuz in trasee de troleibuz (sau de tramvai, unde este cazul).

Aceste etape trebuie stiute de cei ce administreaza orasele noastre.
