First passenger train runs on Rail Baltica 1

A passenger train crossed the Poland - Lithuania border for the first time in 76 years on August 27, when a Polish DMU carried a delegation including Mrs Catherine Trautmann MEP, European co-ordinator for the TEN-T North Sea-Baltic Corridor, on the first completed section of the Rail Baltica standard-gauge line from the Polish border to Lithuania's second city Kaunas.

The purpose of Trautmann's visit to Lithuania was to inspect the country's railway infrastructure and review progress on Rail Baltica, which will extend the European standard-gauge network to Vilnius, Riga, and Tallinn.

The initial €380m phase of the project links the Polish border with a new intermodal terminal at Kaunas.

THE extension of the European standard-gauge network through Lithuania to Latvia and Estonia took an important step forward on November 24 with the signing of a €734m European Union (EU) grant funding agreement for the Rail Baltica project.

The deal was signed in Tallinn by representatives of the RB Rail trilateral joint venture, which is responsible for co-ordinating implementation of the project, together with the European Commission Directorate-General for Mobility and Transport (DG Move), the EU's Innovation and Networks Agency (Inea) and the transport ministries of the three countries.

The funding, which is being drawn from the first round of grants from the Connecting Europe Facility, will support technical studies, land acquisition, preliminary construction, project management, and public consultation.

In Estonia the funds will be used to carry out environmental impact assessments and detailed design along the whole route including Tallinn and Pärnu stations, an intermodal terminal, and rolling stock maintenance facilities.

In Latvia the CEF funding will support design and construction works at Riga Central, and a new station at Riga International Airport. The grant will enable Lithuania to develop plans for the extension of standard-gauge infrastructure north from the Kaunas area towards Panevėžys and the Latvian border.

The line will be electrified with a maximum speed of 240km/h for passenger trains and 120km/h for freight.

The first phase of Rail Baltica, which extended standard-gauge track from Šeštokai on Lithuania's Polish border to Marijampole and Kaunas was inaugurated in October.

An agreement to provide €180m of European Union funding to cover 85% of the costs of the Lithuanian section of the 728 km Rail Baltica II project was signed on November 18 by the European Commission’s Innovation & Networks Executive Agency, the relevant government ministries from Lithuania, Latvia and Estonia and the tri-national RB Rail joint venture which is managing the project.

‘This agreement is the result of continuous work which was achieved thanks to the joint efforts of all partners’, said Lithuania’s Acting Minister of Transport & Communications Rimantas Sinkevicius. ‘The signing emphasises the project’s maturity and is another step towards the final goal; constructing a European standard gauge railway line in the Baltic States by 2025.’

The EU funding allocated under this agreement is to be used to extend the existing 1 435 mm gauge railway 55 km from Kaunas to the border with Latvia. A feasibility study will also be undertaken for the installation of ERTMS on the Poland – Kaunas line competed last year.

This is a third funding agreement for Rail Baltica. Nearly €710m has been allocated from the Connecting Europe Facility, including €310m for Lithuania.

The three countries intend to apply for further funding by February 2017 under a third CEF call for proposals.
